The “Ministerial Conference on the Action Plan for Education for Sustainable Development in the Mediterranean”, took successfully place in Nicosia, Cyprus on 8-9 December 2016, organized by the Ministry of Education and Culture of Cyprus, with the scientific support of the UNESCO Chair on ESD in the Mediterranean, the technical support of the MEdIES/MIO-ECSDE and in cooperation with the EU/ Horizon 2020 Initiative to Depollute the Mediterranean, the League of Arab States, the Mediterranean Commission for Sustainable Development of the UNEP/MAP and the UNECE. The Conference is a concrete contribution to the UNESCO Global Action Programme (GAP) on ESD given that the Action Plan itself has been included in the “Flagship Projects” of the GAP/UNESCO (under the priority area of “Advancing Policy”).

 

The Conference resulted to the unanimous adoption of the Action Plan of the Mediterranean Strategy on ESD (MSESD) (that has been endorsed by the UfM Ministers of Environment and Climate Change in Athens, 2014) and the “Nicosia Declaration”.


The Action Plan is taking into consideration the major international and regional developments and frameworks related to Sustainable Development and ESD; thus, it aspires to be a “new generation” instrument which responds simultaneously to all relevant to ESD requests and provisions of international Conventions and Bodies. It has been prepared through a participatory process by the UNESCO Chair on ESD in the Mediterranean/University of Athens with the technical assistance of MEdIES.

Moreover, the Conference provided an excellent opportunity to the approx. 60 delegates from 19 countries* (Ministers, Deputy Ministers and High-level Officials) and representatives of international organizations to share experience and best practices in the application of ESD in their countries, identifying common challenges, key drivers and barriers.


At the final session of the Conference where the Nicosia Declaration on ESD (download the text) was adopted the representatives of the international organizations and namely, UNECE, League of Arab States, Union for the Mediterranean, UNEP/MAP, and UNESCO agreed to promote this important initiative and the make an effort to mainstream somehow the MSESD and its Action Plan in their Organisations’ Agendas.


Furthermore, a Mediterranean Committee for ESD is to be established for following up and promoting the implementation of the MSESD through the Action Plan. The Committee will collaborate closely with the GAP/UNESCO, the EU, the League of the Arab States, the Secretariat of the UfM and the MCSD (facilitated by UNEP/MAP). The Committee could set up focus groups to work on specific issues such as one on indicators.

 

Prof Michael Scoullos UNESCO Chair on ESD in the Mediterranean had the task of the Rapporteur for the whole Conference and participated as EU representative also through his role as Team Leader of the EU Programme SWIM-H2020 Support Mechanism.

MEdIES/MIO-ESCDE was represented by Vicky Malotidi and Iro Alampei, who also presented the ALTER AQUA project as a flagship initiative in the region.
